Customs and mailing

Does anyone know or can they site an incedent dealing with customs and coca seeds coming into hawaii. We have some different agricultural law here than the rest of the US. I have in the past succesfully obtained other seeds that from Amsterdam without incedent. I havew also had some very harmless and legal seeds confiscated simply for being invasive species. In the end the goal is deinatly to get some coca variaties here. If i lose some in the proccess so be it but i cant afford to get arrested over it. Any help anyone has would be appreciated.
