i have new plan to mix Clay ph 4-5 with sand / soil and perlite 10 % can i do that?

What !! You are planning to plant your plants with RO water? Dude, how does it make a difference? RO water is for human beings, not for plants, there are places where people don't get to drink water and you are planning to give RO water to plants... That would be really shameful dude but its still up to you. They are your plants and your water though.
